A reader recently contacted me with some research based on my earlier post about the 1818 lawsuit between Old Peter Skaggs and Richard Damron. The researchers used the 1809 Personal Property Tax List for Tazewell County, Virginia to confirm the presence in Tazewell County of many of the witnesses involved in the lawsuit.
The 1809 Tax List showed the names of the taxable residents of Tazewell County and the date when the enumeration was made.

March 23 Owen O'Daniel (husband of Darky Gothrin, daughter of Ruth Bishop)

March 23 Solomon Skaggs (Old Peter's brother)
March 25 David Bishop (son of Ruth Bishop)
It sure looks like these folks all lived close to one another in 1809. This is more circumstantial evidence that Zachariah Skaggs was not the father of Old Peter. Zachariah's heir was his grandson John, the son of Zachariah's only confirmed son, Jeremiah Skaggs, who died in the 1790s. If Old Peter and Solomon were Zachariah's sons they would have been heir to his estate, not grandson John. And if Old Peter and Solomon were Zachariah's sons, the eldest would have stayed behind in Tazewell County to inherit Zachariah's estate, instead of moving to Kentucky.

I also noticed that Hezekiah Whitt registered on March 23, 1809 as well. Hezekiah was the son of Rev. Richard Whitt (who married Peter and Martha) and Susanna Scaggs, (sister to Henry Scaggs).
ReplyDeleteSo, Zachariah initially shows up in Washington Co. in 1782. Then in the 1790's Russell Co. is formed out of portions of Washington Co. Then in 1807 Zachariah shows up in Tazewell Co. along with Peter. Then in 1811 when Peter leaves for Kentucky, Zachariah stops showing up in Tazewell Co. and back in Russell Co. So...…Is Zachariah moving a lot or are County boundaries changing ?
I know Russell / Tazewell boundaries changed in 1806. Also, as Zachariah ages he deeds a portion of his land to grandson and heir John, keeping some for himself to live on.
