The Skaggs Y-DNA project has tested multiple descendants of Old Peter Skaggs and the Long Hunters. These testers all descend from a single common ancestor with the R-BY44771 haplogroup. The genealogies of the test participants indicate that this common ancestor lived in the late 1600s to early 1700s.
So the R-BY44771 haplogroup includes all the descendants of the following ancestors:
- Old Peter Skaggs and his brother Solomon, since their R-BY99605 haplogroup is a subgroup under R-BY44771
- Henry Skaggs the Long Hunter and his brothers and his father James Skaggs
- Alfred Sullivan (1811-1899) who married Sarah Fountain
- UCA 4, the unknown father of James Skaggs and grandfather of Old Peter Skaggs
We will call the most recent common ancestor (MRCA) of these test participants UCA3 (Unknown Common Ancestor 3) since we don't know exactly who he was. But he was likely James Skaggs' father, grandfather of the Long Hunter brothers and great-grandfather of Old Peter. The genealogy for R-BY44771 (based on the participating testers) is below:

The historical record shows evidence of Scaggs and Sullivan families living in Essex and Stafford counties in the Virginia Northern Neck in the early 1700s. It's possible that UCA4 might have been the Charles Stagg who was a plantation overseer for Robert "King" Carter prior to his death in 1732 according to Robert Carter's diaries and plantation records.
